4-Tier Committee Formed for Primary Teacher Transfers, led by secretary-DC-UNO

The government has introduced a major overhaul in the posting and transfer process of assistant teachers at government primary schools. To facilitate the process, four-tier committees have been formed at the national, divisional, district, and upazila or thana levels. These committees will be headed by Secretaries, Directors General, Deputy Commissioners (DCs), and Upazila Nirbahi Officers (UNOs).
This information was confirmed in a notification issued today (Monday) by the Ministry of Primary and Mass Education. Regarding the matter, Md. Lal Hossain, Additional Secretary (Schools) of the Ministry of Primary and Mass Education, said, "The notification regarding the formation of committees for transfers and postings has been issued with the approval of higher authorities."
According to the notification, the committee formed at the national level to review and settle teacher transfer applications will be chaired by the Secretary of the Ministry of Primary and Mass Education. The Director General of the Directorate of Primary Education will serve as a member, while the Additional Secretary (Schools) of the ministry will act as the Member-Secretary. The committee will meet at least once a month to settle transfer applications and will send detailed reports to the Minister for approval.
For reviewing and settling inter-divisional teacher transfer applications, a divisional committee has been formed with the concerned Divisional Commissioner as its chairman. This five-member committee will include the Divisional Deputy Director (Secondary and Higher Education) and two persons nominated by the chairman. The Divisional Deputy Director (Primary Education) will serve as the Member-Secretary. This committee will meet at least once a month to review and settle transfer applications.
The notification further stated that transfer applications of assistant teachers within the same division but outside city corporation areas will be settled by the divisional committee. In such cases, the transfer orders will be issued by the concerned Divisional Deputy Director (Primary Education).
Additionally, a district committee has been formed with the Deputy Commissioner (DC) as its chairman to settle postings and transfer applications of teachers at the district level. The committee will include the District Education Officer and two persons nominated by the chairman, while the District Primary Education Officer will serve as the Member-Secretary.
This committee will meet at least once a month to settle transfer applications and will send detailed reports, along with meeting minutes, to the office of the Divisional Deputy Director (Primary Education). The district committee has also been entrusted with the responsibility of posting newly recruited assistant teachers to various government primary schools at the upazila level through a lottery system. For transfer applications of assistant teachers within the same district, the concerned District Primary Education Officer will settle them and issue transfer orders based on the district committee's approval.
According to the notification, an upazila/thana committee has been formed with the Upazila or Thana Nirbahi Officer (UNO) as its chairman to settle teacher transfer applications at the upazila or thana level. The Upazila Secondary Education Officer and two persons nominated by the chairman will serve as members, while the Upazila or Thana Primary Education Officer will act as the Member-Secretary.
This committee will meet at least once a month to review and settle assistant teacher transfer applications and will send reports along with meeting minutes to the District Primary Education Office. For transfer applications of assistant teachers within the same upazila or thana, the Upazila or Thana Primary Education Officer will settle them and issue transfer orders based on the committee's approval.
The notification also stated that in schools where teachers have previously received transfer orders "subject to replacement," teacher postings must be ensured on a priority basis.
