Iran-Us Draft Agreement Reveals 14-Point Roadmap

A source close to Iran’s negotiating team has released new details from the draft of the 14-point memorandum of understanding between Iran and the United States. This marks the most detailed public account yet of the document’s contents.
According to the source, the proposed provisions include:
- An immediate and permanent end to the war on all fronts, including Lebanon.
- A US pledge not to interfere in Iran’s internal affairs and to respect the sovereignty of the Islamic Republic of Iran.
- The complete removal of the naval blockade within 30 days.
- A US commitment to withdraw its military forces from areas surrounding Iran.
- The reopening of the Strait of Hormuz within 30 days under arrangements overseen by Iran.
- Suspension of sanctions on Iranian oil, petrochemical products and related derivatives, alongside full access to its financial assets.
- Reconstruction proposals worth at least $300 billion to be submitted by the United States and its allies.
- A 60-day negotiation period to secure a final agreement on Iran’s nuclear programme and the complete removal of US primary and secondary sanctions, as well as resolutions issued by the UN Security Council and the International Atomic Energy Agency (IAEA) Board of Governors.
- A renewed commitment by Iran under the Nuclear Non-Proliferation Treaty (NPT) not to develop nuclear weapons.
- During the 60-day negotiation period, US would refrain from deploying additional forces to the region and would not impose new sanctions.
- The release of $24 billion from Iran’s frozen funds during the final negotiation period, with half of the amount made available before talks begin.
- The establishment of a monitoring mechanism to oversee implementation of the agreement.
- Ratification of the final agreement through a UN Security Council resolution.
- Final negotiations would commence only after half of Iran’s blocked funds are released, oil sanctions are suspended and the naval blockade is lifted. The final deal would focus exclusively on enriched nuclear material, enrichment activities, sanctions relief and Iran’s economic reconstruction programme. Discussions concerning Iran’s missile programme and its support for Resistance groups have been definitively excluded from the agenda.
Despite these detailed disclosures, a Foreign Ministry spokesperson said that the text remains a work in progress.
