A senior Iranian official said the draft of a potential US–Iran understanding includes provisions on Tehran’s nuclear program, the reopening of the Strait of Hormuz, and easing US sanctions on Iranian oil exports, according to Reuters. He said the two sides would begin talks on a final agreement within 60 days of signing the memorandum.
US President Donald Trump has said a deal to establish a permanent ceasefire with Iran is expected to be signed on Sunday.
Chief mediator Pakistan also expects the agreement to be finalized within 24 hours, saying it is preparing for an electronic signature process conducted virtually.
Strait of Hormuz
Under the memorandum, Iran would immediately reopen the Strait of Hormuz to all commercial shipping. At the same time, the United States would lift its naval blockade on Iranian ports.
The memorandum states that the US would begin lifting the blockade after the signing and complete the process within 30 days.
Financial terms
The United States has agreed not to impose new sanctions on Iran until a final agreement is reached. Once a comprehensive deal is concluded, Washington would lift all US and UN sanctions on Iran according to an agreed timeline.
Washington would also temporarily ease restrictions on Iranian oil exports, allowing Tehran to generate revenue through sales.
The US has agreed to release $25 billion worth of frozen Iranian assets. The package would include direct transfers, cooperation from regional countries, and financial credit facilities.
The United States, in coordination with its regional allies, would also prepare a reconstruction and development plan for Iran, to be finalized with Tehran within 60 days.
Nuclear issue
Tehran has agreed that it will not develop or acquire nuclear weapons. Until a final agreement is reached, Iran would maintain its current nuclear program and refrain from further uranium enrichment or expanding its nuclear facilities.
Under the future comprehensive deal, the United States has agreed to allow Iran to reduce its stockpile of highly enriched uranium on its own territory.
The memorandum also states that within 60 days, the two sides will discuss Iran’s nuclear program, enrichment activities, and management of highly enriched uranium stockpiles, which will be incorporated into the final agreement.
