'One BCS in a year' is mere a dream!

The goal of completing one Bangladesh Civil Service (BCS) recruitment cycle within a single year remains an unfulfilled ambition, as historical data shows the process typically takes much longer.
The 44th BCS illustrates these delays, taking a record four years to finalize recommendations after the initial circular was published on November 30, 2021. Following several stages of testing and results, final recommendations for 1,676 candidates were eventually released on November 12, 2025.
An analysis of the last ten recruitment cycles reveals a consistent pattern of long wait times. The 41st BCS took 3 years and 8 months, while the 43rd BCS required 3 years and 1 month. Even special recruitment drives for physicians, which involve fewer exam stages, took between nine months and over a year to complete. Consequently, candidates often wait three to four years to secure a position.
Despite these past bottlenecks, the Public Service Commission is currently working on a roadmap to finish the process within 12 months. Chairman Professor Dr. Mobasser Monem has requested administrative and financial independence to achieve this, while the government has pledged its cooperation to help realize the one-year accomplishment.
The current status of the Public Service Commission (PSC) involves the ongoing recruitment processes for the 46th through 50th BCS examinations.
Ongoing Recruitment Cycles
46th BCS: The written exam results have been published, and preparations for viva voce are underway. It is estimated that final recommendations could be made by late 2026 or early 2027, totaling a duration of three and a half years.
47th BCS: This cycle is currently at the written examination stage. Even if final recommendations are made within 2027, the process will have exceeded three years.
48th BCS: Results for the preliminary examination are still pending. According to the roadmap, this cycle may conclude by mid-2028, taking three and a half to four years in total.
49th BCS: This is in the early stages of notices and applications. Experts anticipate that final recommendations for this batch may not arrive until 2028 or 2029.
The 50th BCS: A Test of the One-Year Goal
The PSC intends to use the 50th BCS as a model for its "One BCS in One Year" roadmap.
Timeline: Following the circular in November 2025, the preliminary exam and results were completed within two months. Written exams were concluded between April 9 and April 23, with results expected by July 30.
Target: The commission aims to begin oral exams on August 10 and finalize all recommendations by November 25.
Operational Changes and Efficiency
To break from traditional delays, the PSC has implemented several new measures:
Security and Speed: Question paper moderators now work in person at the commission, and papers are printed at the PSC's own press to ensure confidentiality and save time.
Rapid Evaluation: These changes allowed the commission to evaluate over 120,000 answer scripts for the 46th BCS in just 33 working days.
New Milestones: Member Dr. Md. Mohiuddin noted that these efforts enabled the final recommendation of over 12,500 candidates for cadre and non-cadre positions across four different BCS batches within the single year of 2025.
Despite these institutional improvements, candidates who have spent years waiting through various exam stages remain skeptical about whether the "One BCS in One Year" plan will become a reality or remain a dream.
