Uranium Loading Begins at Rooppur Today: Bangladesh Steps into Nuclear Power Era

Ending a decade-long wait, Bangladesh is ascending to a prestigious height as the 33rd member of the global nuclear community. Today, Tuesday, fuel—specifically uranium—is set to be loaded into the Reactor Pressure Vessel (RPV) of the first unit at the Rooppur Nuclear Power Plant. This historic milestone marks the beginning of experimental nuclear power production in the country.

According to the Ministry of Science and Technology, this is the final stage before commercial power production commences. Experimental production will be commenced in phases, with expectations that 300 MW of electricity could be supplied to the national grid by this coming August.

In this era of energy crisis, this is more than just a mega-project; it signifies the start of a new and sustainable chapter in the country’s development. Under the strict guidelines of the International Atomic Energy Agency (IAEA) and with direct technical assistance from the Russian nuclear agency, Rosatom, the project has reached its most critical and final implementation stage.

The nuclear fuel loading ceremony will be inaugurated at the project site this afternoon. The Minister for Science and Technology, Fakir Mahbub Anam, will preside over the event, which will also be attended by Rafael Grossi, Director General of the IAEA. Russian President Vladimir Putin is expected to deliver a video message.

While this achievement is a matter of pride, it is intertwined with a complex equation of foolproof security. Every step of nuclear power management is conducted with extreme technical precision and strict adherence to international protocols. According to experts, the primary challenge for Bangladesh now is not just power generation, but passing the ultimate test of ensuring maximum safety.

After nearly a decade of infrastructural development, the nuclear fuel "Uranium" arrived in Bangladesh from Russia in September 2023. Having been stored under maximum security, it is now being placed inside the Reactor Pressure Vessel. To ensure environmental and national safety, the latest Generation III+ VVER-1200 reactors are being utilized. A standout feature of this plant is its service life, which is three to four times longer than that of conventional power plants.

The process of inserting uranium fuel into the Reactor Pressure Vessel, the core structure of a nuclear power plant, is known as "fuel loading." A total of 163 fuel assemblies are being installed in the first unit of the Rooppur plant, which were previously brought from Russia and stored at the project site. The fuel manufacturing process is highly systematic: Uranium-235 extracted from mines is first converted into small pellets. Hundreds of these pellets are placed inside metal tubes to create "fuel rods." Many such rods are then combined to form a "fuel assembly," measuring between three and a half to four and a half meters in length.

Once the uranium is loaded, a controlled fission reaction will begin within the reactor. The immense thermal energy generated by this reaction will convert water into steam, which will then drive turbines to produce electricity. Project Director Dr. Md. Kabir Hossain stated that all equipment—from fuel loading to power generation—is ready. However, for the sake of safety, each stage will undergo meticulous testing and will only proceed to the next phase upon successful completion of the previous one. Russia will supply the necessary fuel for the entire lifespan of the plant; currently, a one-year fuel supply is stored at Rooppur. The Project Director noted that the fuel and operational costs of a nuclear power plant are significantly lower than those of fossil-fuel-based plants. "We expect the price per unit of electricity from Rooppur to remain between 4 to 5 Taka, which is affordable for the general public and will bring relief to the country's energy economy." According to Dr. Shawkat Akbar, an international nuclear researcher and former Chairman of the Bangladesh Atomic Energy Commission, fuel loading does not mean immediate power generation; rather, it is the start of a delicate and lengthy technical process. After loading the fuel, a controlled and sustainable chain reaction, known as "fission," is initiated inside the reactor for the first time. This is called "First Criticality." Initially, the reactor is kept at just 1% to 3% of its total capacity to closely monitor nuclear physics parameters. He further explained that mechanical rehearsals previously conducted without fuel (hot tests) must be repeated in the reactor environment after fuel loading. Specifically, the efficiency of the coolant flow and the "automatic control rod" system—designed to shut down the reactor instantly in an emergency—must be 100% verified. Only after a successful "Physical Startup" does the "Power Startup" begin. International permission to proceed is granted only after achieving total success at every level. During the "Power Startup," the process of gradually converting the intense heat generated in the reactor into electrical energy begins. The power generation capacity of the reactor is increased in stages. This momentous occasion is referred to as the "First Grid Tie." Professor Dr. Pritom Kumar Das, a Nuclear Physics expert at Pabna University of Science and Technology, said, "Adhering to international standards in a nuclear power plant is not optional; it is mandatory. IAEA protocols are so airtight that even the slightest deviation can halt the entire project. The future of this long-term project at Rooppur essentially depends on a 'Zero Error' policy." According to Professor Pritom, a reactor's lifespan is typically 60 years. During this long period, major renovations are not easily feasible. Therefore, if any mistake is made during the initial startup, the future consequences could be severe. To mitigate risks, Rooppur utilizes the most advanced and safe Generation III+ technology. Its primary safeguard is the "Core Catcher." In the event of an extreme accident causing a core meltdown, this core catcher will trap the radioactive debris in a specific underground chamber, keeping the environment completely safe. This is the most reassuring aspect of the project. Citing Russia's "Fast Neutron" technology, Dr. Pritom also highlighted the potential for reusing the spent fuel or waste. "It is possible to produce fuel again from the by-products or waste of used uranium, a process countries like India and Russia are successfully testing. If that becomes possible, the cost of power generation will decrease even further."
