SC Verdict Clears Headteacher Appointments Backlog

Supreme Court’s Appellate Division cleared the way for headteacher appointments in around 32,000 government primary schools, resolving a legal deadlock that left the positions vacant for years.
Attorney General Md Ruhul Quddus Kazal confirmed the matter on Thursday. Chief Justice led the Appellate Division and delivered the verdict.
Kazal said that a press conference regarding the Appellate Division’s ruling will be held at 2 pm at the Ministry of Education. Education Minister ANM Ehsanul Hoque Milon will attend the press conference.
Earlier, Milon added that an initiative was taken to recruit 32,500 headteachers to resolve the shortage, but the process stalled due to a court injunction.
The case originated from a dispute over promotion and seniority between directly recruited teachers and those from nationalized schools. A 2013 regulation stipulated that the position of newly nationalized teachers would be below the last person directly recruited.
Following a writ petition by 383 teachers, the High Court declared that section of the regulation illegal, halting recruitment in 32,500 government primary schools.
Appellate Division has now accepted the state’s appeal and overturned the High Court’s ruling, upholding the 2013 regulation.
