Transfer of MPO teachers begin

For the first time in the country, the government has launched a transfer program for the MPO-listed teachers working in private educational institutions. From now on, teachers will be able to apply online and get transferred to their preferred educational institutions, subject to the availability of vacant positions in the same post.

To this end, the government has issued the "Policy for Transfer of MPO-Listed Teachers Working in Private Educational Institutions (Schools, Colleges) through Automated Software-2026." The policy will apply to MPO-listed male and female teachers of private schools and colleges.

According to the policy, the Directorate of Secondary and Higher Education (DSHE) will publish a list of institution-wise vacant posts online within a specified time. Subsequently, online applications for transfers will be accepted. Each year, the application process, transfer orders, and joining at new workplaces must be completed within the timeframe determined by government notification.

A teacher will be eligible to apply for transfer after completing two consecutive years of service following initial appointment. After transferring and joining a new workplace, if they wish to apply again, they must serve there for at least two more years. A teacher will be allowed a maximum of three transfers during their entire service career.

An applicant teacher will first be able to apply for vacant posts within their own district. If no vacancy exists in their own district, they may apply against vacancies in other districts within the same division. In special cases, applications may be submitted for any district in the country or for the district related to the workplace of their spouse.

If multiple applications are received against a single vacant post, priority will be determined based on female candidates, distance of the workplace, spouse's workplace, and seniority. The method followed by the Ministry of Public Administration will be used to determine workplace distance. Incomplete applications or those containing incorrect information will be cancelled.

A maximum of two teachers from one educational institution will be eligible for transfer on a priority basis per year. However, more than one teacher from the same subject will not be allowed to transfer. Applicants may mention the names of up to three preferred educational institutions.

The responsibility for settling transfer applications will rest with the Director General of DSHE. The entire process will be conducted through automated software. The MPO status, financial benefits, and continuity of seniority of the transferred teacher will remain intact.

However, transfer cannot be claimed as a right. No TA/DA allowance will be provided for transfers. The head of the concerned institution will release the teacher within 10 days of the order being issued. The teacher must join the new workplace within the subsequent 10 days of being released.

Teachers who are temporarily suspended or against whom criminal cases are pending will not be considered eligible for transfer.

An official of DSHE said that as many teachers as there are vacant posts will receive the opportunity for transfer. However, applications will be limited to the areas specified in the policy.
