Banshkhali
upazila in Chattogram comprises 212 villages. The only drainage route for these
villages is the 32-kilometer Jalkadar Canal, which runs through the middle of
the upazila. A total of 246 sluice gates have been built along the canal and
its connected waterways. Of them, only 89 are authorized. Local influential
individuals constructed the remaining gates illegally without regard for the
