Ctg Official Accused of Tk 80 Million Deal for DC Post

SM Sarwar Kamal
Chattogram City Corporation’s Chief Revenue Officer SM Sarwar Kamal has expressed interest in becoming the District Commissioner of Comilla, allegedly signing a Tk 80 million agreement with the Chattogram Divisional Commissioner for the position. Following the allegation, the Local Government Division has issued a show-cause notice to the official.
Sarwar Kamal, however, denied the allegation, claiming that the documents were fabricated using forged signatures.
The notice was issued on May 13 by the City Corporation-2 Wing of the Local Government Division.
The notice, signed by Deputy Secretary Md. Robiul Islam, was leaked on Saturday night. A copy of the notice has been obtained by Agamir Shomoy.
According to the notice, preliminary information from various sources suggests that SM Sarwar Kamal signed a commitment and agreement worth Tk 80 million with the Chattogram Divisional Commissioner in order to secure the post of Deputy Commissioner of Comilla.
The notice further states that the official has been instructed to explain in writing within three working days to the Local Government Secretary why departmental action should not be taken against him for such conduct.
Sarwar Kamal said he submitted his response to the notice at the Secretariat on Sunday. “How can such an agreement be made with the Divisional Commissioner? Someone may have forged signatures and created fake documents to file a complaint,” he said.
Sarwar Kamal holds the rank of Deputy Secretary in the public administration cadre. He was posted on deputation to Chattogram City Corporation in January 2025. District Commissioners also hold the same rank.
Meanwhile, Chattogram Divisional Commissioner Dr. Md. Ziauddin expressed surprise over the allegation of an Tk 80 million deal. “This could be a conspiracy. There is no question of such an agreement. How can this even happen?” he said.
