An analysis of budget documents has revealed how the Chattogram City Corporation (CCC) plans to spend its funds in the new fiscal year. Of every Tk 100 in the city corporation’s fund, the largest share, Tk 45.81 will go toward road construction and physical infrastructure development across the city. Meanwhile, Tk 29.42 will be spent on salaries, allowances, and the settlement of outstanding liabilities. At the end of the fiscal year, the corporation expects to retain a surplus of Tk 0.35.

Mayor Dr. Shahadat Hossain announced the Tk 2,260.24 crore budget for fiscal year 2026-27 on Tuesday. He unveiled the budget at the Theater Institute auditorium in the city. The city corporation expects to retain a budget surplus of Tk 7.92 crore at the end of the fiscal year.

When the total core expenditure allocation of Tk 2,252.32 crore is broken down per Tk 100, the remaining major spending categories appear as follows: Tk 7.57 for acquiring fixed assets, Tk 5.15 for stores and equipment, Tk 3.36 for electricity, fuel, and water bills, Tk 2.30 for emergency repairs and maintenance, and Tk 6.04 for citizen welfare, miscellaneous expenses, and relief activities.

CCC will spend the largest portion of its fund on development activities, with a total allocation of Tk 1,035.50 crore. Of this amount, the corporation expects Tk 825 crore in grants under the government’s annual development program, while it will spend Tk 210.50 crore directly from its own revenue fund on infrastructure development.

The city corporation will spend Tk 21.27 out of every Tk 100 on basic salaries, remuneration, festival bonuses, and other benefits for its large workforce. In absolute terms, this category carries the highest allocation at Tk 480.85 crore. CCC must also set aside Tk 8.15 out of every Tk 100 to clear outstanding payments owed to contractors from previous years and unpaid liabilities to various organizations. The corporation has allocated Tk 184.30 crore for this purpose.

CCC has allocated Tk 171 crore for purchasing land, constructing permanent facilities, and acquiring heavy machinery and modern waste-removal equipment for its own use. It will spend Tk 116.50 crore on essential materials and engineering equipment required for various civic services. The corporation has earmarked Tk76 crore to keep streetlights operational, fuel waste-collection vehicles, and pay its own utility bills. It has allocated Tk 51.90 crore for immediate and emergency repairs to roads, culverts, and CCC-owned facilities. Welfare expenditures in the education and healthcare sectors will amount to Tk 39 crore, emergency relief activities will receive Tk 56 crore, and miscellaneous administrative expenses will total Tk 41.17 crore, bringing the overall allocation for this category to Tk 136.17 crore.

An analysis of departmental spending on officers and employees shows that the education department accounts for the largest share of salary-related expenditures, where the city corporation must provide a subsidy of Tk 60 crore, including salaries and related benefits. The engineering department follows with expenditures of Tk 28.64 crore, while the sanitation department spends Tk 24 crore.

Meanwhile, although CCC spent a total of Tk 112.28 crore on waste management in the last fiscal year, vehicle-related expenses and hospitality costs exceeded spending on core activities. The corporation spent Tk 27 crore on fuel for waste-collection vehicles, nearly Tk 18.5 crore on parts and maintenance, and about Tk 50 lakh on hospitality during Eid-ul-Adha.
