NBR official loses job for taking bribes

Lincoln Roy Permanently Dismissed

Disciplinary action has been taken against two tax officials of the National Board of Revenue (NBR) after allegations of misconduct, revenue loss and taking bribes were proven. Of them, Deputy Tax Commissioner Lincoln Roy has been permanently dismissed from his job. Assistant Tax Commissioner Jannatul Ferdous Mitu has been denied promotion for eight years.

The information was disclosed today, Wednesday, through two separate notifications issued by the Internal Resources Division of the Ministry of Finance.

According to the notification, allegations against Deputy Tax Commissioner Lincoln Roy, who is currently under suspension at the Withholding Tax Management Unit, were proven. As a result, he was given the major penalty of dismissal from service.

While serving at Circle 90 (Company) of Tax Zone 5 in Dhaka, Lincoln Roy prepared a new order sheet and tax assessment order in a previously settled income tax case. According to the notification, this caused a revenue loss of Tk 14,657,746,553 to the government.

A departmental case was filed against him under the Government Servants (Discipline and Appeal) Rules, 2018, on charges of “misconduct” in connection with the incident. The allegations were proven following a personal hearing and an investigation.

The notification further stated that as his response to the second show cause notice was not satisfactory and based on the advice of the Bangladesh Public Service Commission, the decision to dismiss him from service was finalized with the consent of the President.

Meanwhile, serious irregularities were also proven against Assistant Tax Commissioner Jannatul Ferdous Mitu, who is currently serving as an Officer on Special Duty at the NBR.

According to the notification, while serving at Circle 93 of Tax Zone 5 in Dhaka, Jannatul Ferdous Mitu received Tk 3.8 million in cash from taxpayer Salahuddin Ahmed and changed most of the records in his income tax file. Later, the old records were handed over to the taxpayer’s nominated representative.

A departmental case was filed against her under the Government Servants (Discipline and Appeal) Rules, 2018, on charges of “misconduct” and “corrupt practices” in connection with the incident. The investigation found the charge of “misconduct” proven. However, the charge of “corrupt practices” was not proven beyond reasonable doubt.

After considering all aspects of the matter, she was found guilty of misconduct. As punishment, her promotion has been suspended for eight years. At the same time, her suspension order has been withdrawn.
