Various political parties and organizations also issued statements and held protests against the move. Several groups warned of protests if such a final decision was made. Amid the situation, the education minister said in a Facebook post on August 10, “The government has not made any such decision yet.”
The recruitment of assistant teachers at private educational institutions is conducted under NTRCA through examinations and recommendations. However, recruitment for the posts of principal, vice principal, head teacher, assistant head teacher and employees had been conducted through the governing committees. Recently, a process has been initiated to recruit principals, vice principals, head teachers, assistant head teachers and employees through NTRCA as well. Written examinations have already been held.
A meeting on the overall activities of NTRCA was held at the Ministry of Education on August 3. Criticism began after the minutes of the meeting were circulated.
Regarding the decision to discuss holding the 19th NTRCA Teacher Registration Examination for entry level teachers, the minutes stated, “According to the Non-Government Teachers’ Registration and Certification Authority Act, 2005, from now on NTRCA will only carry out registration and certification activities. It will no longer recommend recruitment under the 2015 circular. Necessary steps must be taken for this purpose.”
The minutes also stated that to resolve the current deadlock at NTRCA, the problem could be solved by conducting only registration and certification activities through NTRCA as before and having the respective managing committees or governing bodies of educational institutions recruit teachers who have received certification.
