Two Officers for One Post: DNCC in a Fix

One position, two officers. Eventually, one went on leave, so the other is currently handling the office. Such a situation has arisen regarding the Public Relations Officer (PRO) post at Dhaka North City Corporation (DNCC). Having two officers for a single post has prompted the DNCC Administrator, Md. Shafiqul Islam Khan, to bring the administrative and financial complications to the attention of the concerned ministry.

In a letter sent to the Ministry of Public Administration on June 15, the Administrator stated that on May 14, following a ministry order, Zakir Hossain, an officer of the Information (General) cadre, was assigned to the post of Public Relations Officer at Dhaka North City Corporation from Bangladesh Betar (Radio). He joined the Local Government Division on May 21 and assumed his duties according to the official notification. However, since Md. Jobayer Hossain was already working in the same post, two officers are now performing duties in a single position. The letter noted that this has created complications in duty distribution, administrative coordination, salary and allowance disbursement, and various other official activities.

Having two officers in the same post is also causing difficulties in receiving regular salaries, allowances, and other financial benefits. The Administrator added that this situation is affecting the normal operations of DNCC and carries the risk of reducing administrative efficiency.

Under these circumstances, the Administrator has requested some reshuffle. He proposed that in the interest of Dhaka North City Corporation, the newly appointed PRO, Zakir Hossain, be retained in his current position, and Officer Md. Jobayer Hossain be reassigned to the Ministry of Information and Broadcasting.

The DNCC Administrator has sought direct intervention from the Ministry of Public Administration for a swift resolution of the matter. He noted that this would eliminate the administrative complications and make the City Corporation's activities more dynamic and effective.

What the Government Service Rules Say

Clause 16(1) of the Bangladesh Service Rules states: "Two employees shall not be practically appointed to a permanent post at the same time."
