Greater Authority for UNOs and DCs in Teacher Transfers

The government is decentralising the teacher transfer process and granting greater authority to field administration officials. Under a new policy, committees led by Upazila Nirbahi Officers (UNOs), Deputy Commissioners (DCs), and Divisional Commissioners will review and resolve transfer applications, said State Minister for Primary and Mass Education Bobby Hajjaj.
He made the remarks on Sunday at the Validation Workshop on the Bangladesh Education Sector Analysis (ESA) 2026, organised by GPE and UNICEF at a hotel in the capital.
Bobby Hajjaj said the government has introduced a new decentralised system to make teacher transfers more transparent, accountable, and free from corruption.
He noted that teacher transfers had long been associated with syndicates and corruption, creating a major obstacle to improving the quality of education.
The state minister said that under the directive of Prime Minister Tarique Rahman and the initiative of the Ministry of Primary and Mass Education, the teacher transfer process has now been shifted to the local level.
Under the new policy, separate committees are being formed at the upazila, district, divisional, and city corporation levels. These committees will meet at regular intervals to review transfer applications.
Hajjaj explained that at the upazila level, a four-member committee led by the UNO will examine applications, while the Upazila Primary Education Officer will issue transfer orders.
Similarly, at the district, divisional, and city corporation levels, five- or six-member committees will review applications and issue transfer decisions. The committees will be chaired respectively by the Additional Director General of the Directorate of Primary Education, the Divisional Commissioner, and the Deputy Commissioner.
Education and Primary and Mass Education Minister Dr. A N M Ehsanul Hoque Milon attended the event as chief guest. In his speech, he highlighted various government initiatives related to secondary, higher, madrasa, and technical education.
Officials from the Ministry of Education, Ministry of Primary and Mass Education, related departments, and UNICEF were also present at the event.
