50 noncadre candidates of 45th BCS still await appointment 8 months after recommendation

Although 50 candidates from the 45th BCS received recommendations for appointment as Social Services Officers through the noncadre recruitment process, their final appointments remain stalled due to unknown complications. At the same time, candidates recommended for positions in other ministries and government agencies have already joined their workplaces. Only the appointment process for the Social Services Department remains stalled, leaving the affected candidates in deep uncertainty and frustration.

On November 27, 2025, the Bangladesh Public Service Commission (PSC) sent final recommendations for the appointment of a total of 545 candidates from the 45th BCS noncadre list to various ministries and government departments across the country. Under the recommendations, positions were allocated across 50 posts in Grade 9 and seven government institutions in Grade 10. Among them were 50 candidates recommended for the position of Social Services Officer in Grade 9 under the Department of Social Services, which is under the Ministry of Social Welfare.

However, despite a considerable amount of time having passed since the PSC recommendations and the recruitment processes for almost all other categories in Grades 9 and 10 either being completed or nearing completion, the Department of Social Services remains an exception. Several relevant sources said that health examinations, police verification and final gazette notifications have been completed in other departments. However, administrative work for the appointment of Social Services Officers has yet to move forward.

The recommended candidates have expressed anger over the delay in their appointments despite receiving recommendations after a long wait. They said the uncertainty over employment is causing them mental distress while also costing them valuable time in their lives. The affected candidates are urging the relevant authorities to immediately resolve the administrative complications and publish the gazette for the appointment of Social Services Officers.

This reporter spoke with three of the 50 affected candidates. Chinmoy Kumar Mondal is one of them. He said, “After the results were published on November 27 last year, I was hopeful that we would soon be able to dedicate ourselves to serving marginalized people across the country. But unfortunately, even after such a long time has passed, our final appointment and gazette process has come to a complete standstill.”

He said, “We are not receiving any clear information from the PSC, the Ministry of Public Administration or the Ministry of Social Welfare about the current status of our file. As we move from one office to another seeking information, we are only facing uncertainty. While other positions have made progress, this prolonged administrative silence in our case has pushed us and our families into extreme frustration.”

He added, “We earnestly appeal to the PSC, the Ministry of Public Administration and the Ministry of Social Welfare to expedite interministerial coordination, resolve our file as soon as possible and ensure our appointments by publishing the gazette.”

Regarding whether the files of the noncadre candidates had been sent, PSC Public Relations Officer S. M. Matiur Rahman said, “We have sent all the files to all the relevant ministries.”

Later, the Ministry of Public Administration also told this reporter that it had sent the files of the noncadre candidates recommended by the PSC to all the relevant ministries.

However, when contacted by the Ministry of Social Welfare, officials said, “We have not received any file from the PSC. The PSC sends files directly to us. The Ministry of Public Administration does not send them to us. If the PSC sends the files to us, we will make the appointments.”

Although they were informed that the Ministry of Public Administration and the PSC had said the files had been sent, officials of the Ministry of Social Welfare denied receiving the recommended files.
