The mastermind of the medical and dental college admission question leak was Md. Abdus Salam Khan. He was a fourth-class employee at the printing press under the Health Education Bureau of the Directorate General of Health Services. From 2005 to 2017, he was involved in leaking medical admission exam questions. Before exams, he allegedly delivered question papers to the syndicate’s chief Jasim Uddin Bhuiyan Munna. Jasim then distributed them across the country through other members of the network.

Using these leaked questions, the syndicate earned millions of taka from students. The illegally earned money was deposited in banks, making them wealthy.

These shocking details were included in a charge sheet submitted to the court by the Criminal Investigation Department (CID) in a case filed under the Public Examination Offence Act at Mirpur Model Police Station.

The investigation officer and Special Superintendent of Police Md. Mohaiyminul Islam recently submitted the charge sheet. According to the investigation, 29 people have been accused of being involved in the question leak syndicate.

He stated that the accused were part of a coordinated network that leaked, published, and distributed medical admission exam questions from 2005 to 2017 before exams. Through illegal means and financial transactions, they enabled less meritorious students to gain admission, damaging the healthcare education system.

Wealth earned through question leaks

Jasim Uddin allegedly accumulated massive wealth through the leak. Authorities found 33 bank accounts, FDRs, and savings certificates in his name, with deposits totaling around 21.27 crore taka.

Accused Parvez Khan reportedly deposited about 1.79 crore taka across 35 bank accounts. Zakir Hasan Dipu had eight accounts and FDRs totaling Tk 56.36 lakh.

Alamgir Hossain had four bank accounts containing Tk 58.19 lakh. Dr. Salehin Shovon allegedly ran a coaching center cover while leaking questions, depositing Tk 1.50 crore across seven accounts.

Sharmeen Ara had 13 accounts with deposits of Tk 2.88 crore. Mohammad Moyez Uddin had 39 bank accounts with deposits totaling Tk 19.13 crore. Shahjadi Akhter, who had no known profession, had Tk 1.70 crore in four accounts.

Rowshan Ali, also with no profession, had Tk 25.40 lakh in his account. Imrul Kayes Himel had 11 accounts and DPS schemes totaling Tk 1.41 crore.

Yunuchuzzaman Khan Tareem allegedly supplied leaked questions through his coaching center, with Tk 21.47 crore deposited in 35 accounts.

Mobile shop owner used to recruit students

Accused Jasim, along with key member Salam, distributed leaked questions through his relatives and associates including brother Jahirul Islam Bhuiyan Mukhtar, sister Shahjadi Akhter, brother-in-law Zakir Hasan Dipu, friend Parvez Khan, and associate SM Sanwar Hossain.

Sanwar Hossain owned a mobile accessories shop at Sezan Point in Farmgate. He met Jasim when Jasim came to buy a mobile phone, and they developed a close relationship. In 2013, after passing HSC, Jasim allegedly asked him to recruit medical admission candidates in exchange for payment per student. Sanwar then recruited several candidates and handed them over to Jasim.

Students who joined after getting admission

In 2005, before the dental admission test, Jasim allegedly told Mukhtar he could provide leaked questions if he arranged students. Mukhtar then recruited candidates willing to buy leaked papers and made deals with them. Questions were given to two candidates, Mobasher and Abu Rayhan, before the exam night, and Dr. Zillur Hasan Roni helped solve them. Both students were successfully admitted.

In 2013, Jasim again provided leaked questions to Mukhtar, who passed them to Abu Rayhan and Dr. Zillur Hasan Roni. Several students under them secured admission. In 2015, similar incidents occurred again. In 2017, Mukhtar allegedly obtained questions through Parvez and passed them to Abu Rayhan, resulting in another successful admission.

In 2010, candidate Saiful Alam Badsha was allegedly offered leaked questions for Tk 5 lakh by his friend Faisal Ahmed Russell. After agreeing, he was taken with others to a house near Rangpur Prime Medical College, where they were given 65 questions and answers that matched the exam exactly, securing top positions in Dhaka Medical College.

Later, many of them became involved in the syndicate themselves after gaining admission.

Question sold for Tk 50 lakh to coaching center

In 2015, Jahir Ahmed from Universal Admission in Farmgate allegedly sold leaked questions for Tk 50 lakh to “Three Doctors Coaching” director Bashir and Tareem.

Dr. Salehin Shovon reportedly supplied 35 students in 2013 and 109 students in 2015 to Jasim’s network. Similar incidents were reported across multiple years, including 2005, 2009, and 2013, where dozens of students were admitted using leaked questions.

The charge sheet names 29 accused, including Jasim Uddin Bhuiyan Munna, SM Sanwar Hossain, Parvez Khan, Zakir Hasan Dipu, Shamiul Zafar (Sittu), ZM Salehin Shovon, Akhtaruzzaman Khan Tushar, Abdus Salam Khan, Sharmeen Ara Jesmin, Mohaiyminul Islam Badhan, Moyez Uddin Ahmed Prodhan, Shahjadi Akhter Mira, Jahirul Islam Bhuiyan Mukhtar, Rowshan Ali, Abu Rayhan, Imrul Kayes Himel, Zillur Hasan Roni, Jahir Uddin Ahmed Bappi, Yunuch Uzzaman Khan, Lewis Sourav Sarkar, Ibrar Alam, Saiful Alam Badsha, Sajjad Hossain, Almas Hossain Sheikh, Faisal Ahmed Russell, Bakul Roy Shrabon, Rayhanul Islam Sohan, Abdul Hafiz Happu, and Taufiqul Hasan.

Recommendation to discharge 21 accused

Due to lack of evidence, the CID recommended discharge for 21 individuals, including Rashed Khan Menon, Redwanur Rahman Shovon, Imon Khan, Monirul Islam Khan Mubin, and others. Two accused, Almagir Hossain and Kaushar Ahmed, were also recommended for discharge due to death.

The case was filed on 20 July 2020 at Mirpur Model Police Station under the Public Examination Offence Act by CID sub-inspector Prashanta Kumar Sikder.
